Co-hosting this webinar will create an opportunity for the IPO to reach out to interested CIPA Members on the Governments ongoing standard essential patents consultation. The interactive webinar creates an opportunity for CIPA Members to discuss with policy makers the importance of a balanced and efficient IP framework, that can better support effective licensing and dispute resolution mechanisms for SEPs that are critical to the success of standardised technologies.
Through this interactive webinar, the IPO will want to engage, confirm and clarify scope of its consultation. It will also want to use the opportunity to set the scene around evidence analysed, present and explain Government’s view of the issues that are present currently in the SEPs ecosystem. Importantly, we want CIPA Members to come together to openly discuss the issues set out by the IPO, and to come away from the webinar with the confidence to draw their own views on the issues in the ecosystem and to respond to the consultation before it closes on 7th October 2025.

Hamza Elahi, IPOHamza Elahi, IPO
Hamza took up the role of Deputy Director for Patents Policy at the IPO in August 2025. In addition to recently taking the Patents Policy role, he has overall policy responsibly for Standard Essential Patents (SEPs), IP finance, and other workstreams with a competition or regulatory focus. Prior to the IPO, he worked in a number of policy roles across Government.
Jamie Lewis, IPOJamie Lewis, IPO
Jamie has been at the UK Intellectual Property Office for almost 12 years, specialising in a number of areas of IP law and policy, including international Trade Marks, Designs and Brands policy, Copyright (including European IP law), and more recently Standard Essential Patents and IP and competition policy.
Jamie joined the IPO during the Hargreaves Review of Intellectual Property and Growth in 2013, where he was part of the legal frameworks team responsible for development of the Review’s Statutory Instruments. Currently, Jamie leads the UK’s SEP policy development, including advising seniors and Ministers on these policy matters.
Jamie is a lawyer by trade (previously working at the Ministry of Justice), graduating from the University of South Wales, where he also completed his Legal Practice Course, and more recently completing studies at King’s College London on UK, EU and US Copyright Law.
