JPO/KIPO/USPTO International Patent Cooperation – Collaborative Search Pilot Program (CSP) Information Session with CIPA membership and partners.
This information session will provide members of the Chartered Institute of Patent Attorneys (CIPA) and its partners with a detailed overview of the Collaborative Search Pilot (CSP) program, from the United States Patent and Trademark Office (USPTO), the Japan Patent Office (JPO), and the Korean Intellectual Property Office (KIPO), as well as allow the three offices an opportunity to hear the views of European stakeholders on these types of work sharing programs. The CSP program provides applicants who cross-file their patent applications internationally with search results from multiple offices early in the examination process. It is designed to accelerate examination and provide the applicant with more comprehensive prior art by combining the search expertise of examiners at the USPTO, JPO, and/or KIPO before issuing a first office action.

Senior Advisor and Director, International Work Sharing
Jessica Patterson, as Senior Advisor and Director for International Work Sharing in the Office of International Patent Cooperation (OIPC), coordinates Patents’ international relations activities and leads the USPTO’s work sharing efforts, including the Collaborative Search Program (CSP) pilot and the Patent Prosecution Highway (PPH). She oversees OIPC’s IP5 activities and efforts, including leading
USPTO’s efforts with Industry. Ms. Patterson leads Patents’ bilateral and multilateral stakeholder collaboration efforts, ensuring the organization establishes and builds relationships and coalitions with offices and users globally.
Deputy Director, International Patent Legal Administration
Mr. Neas’ staff provides training on the filing and prosecution of PCT and U.S. national stage applications to inventors, applicants, patent practitioners and paralegals. His staff also provides training on the PCT to patent examiners and paralegals at the USPTO and provides direct assistance on PCT and U.S. national stage applications via the PCT Help Desk. Mr. Neas’ duties also include resolving legal issues involving the PCT, including petitions to the Commissioner in PCT and U.S. national stage applications. Mr. Neas also participates in international meetings and projects such as PCT Reform, PCT Working Group, Meetings of International Authorities, Patent Prosecution Highway and Trilateral and IP5 Cooperation. Mr. Neas has spoken extensively on the PCT to organizations such as the AIPLA, local bar associations and foreign IP Offices.
