Copyright and Artificial Intelligence

On 25 February 2025, CIPA submitted its response to the UK Government’s consultation on Copyright and Artificial Intelligence. The response was prepared by Alasdair Poore from CIPA’s Designs & Copyright Committee. The full reports is available below as a PDF.

Summary of CIPA’s response:

The response welcomes the opportunity to comment on this fast-moving and important area, recognising both the potential benefits of AI and the risks it presents for creators, innovators and rights holders. CIPA broadly supports a text and data mining exception with rights reservation, provided it is practical, accessible and aligned with international approaches, particularly the EU. The response highlights the need for legal certainty, proportionate transparency, low-cost enforcement mechanisms and workable licensing arrangements. It also stresses that copyright and database rights interact closely with other intellectual property rights, including designs, trade marks and patents, and that policy in this area should support innovation while ensuring fair protection and reward for creators and businesses.
