Fran Gillon and Shelley Edwards will lead a discussion focussing on IPReg’s strategy to ensure its regulatory framework encourages and supports innovation. Looking at its current regulatory arrangements, topics will include IPReg’s policies on the Rules of Conduct, Continuous Professional Development, investigation and enforcement. With its regulatory arrangements review underway, Fran and Shelley will discuss how IPReg will approach the task of reviewing its entire regulatory framework and the opportunities for engagement with the profession throughout the process.

Fran became Chief Executive on 1 August 2017. She has experience in economic and professional regulation, having held senior positions in Ofgem, Postcomm (the former postal services regulator) and the Legal Services Board (LSB). After leaving the LSB, Fran worked as a Special Adviser at Slaughter and May. Fran has a BSc (Econ.) from the London School of Economics and a Postgraduate Certificate in Competition Policy.
Shelley is the Deputy Chief Executive of IPReg and is a practising solicitor. She joined the IPReg team in October 2017 after 11 years in a regulatory and public law team of a London firm. Shelley oversees a number of IPReg’s regulatory functions, including its authorisation, registration, and disciplinary work. In her native New Zealand, Shelley was a Barrister practising criminal law with a special interest in youth criminal justice.
